ELM Consulting is a minority-owned management consulting firm for public agencies such as city and county governments, water/wastewater utilities, and corporations. ELM is based in the suburban Philadelphia area.

The name ELM is an acronym for the types of services we provide:  Engineering Services, Leadership Development, and Management Consulting.  This blend of services reflects the background of its founder, Philip Tiewater.  Mr. Tiewater’s background includes leadership roles in engineering firms and in city public works departments, and as an engineering and management consultant with a national clientele.  With an engineering license, two management degrees, and 29 years of experience, he is able to provide the industry specific advice upon which his clients rely.

ELM brings engineering rigor to management consulting.  We avoid “one-size-fits-all” solutions and our special knowledge of the local government environment helps us craft agency-specific solutions.  ELM was founded specifically to provide world class management consulting to small and medium sized agencies that typically cannot afford such services.
