ELM has clients in Maryland, New Jersey, New York, North Carolina, Ohio, and Pennsylvania.  Mr. Tiewater has served communities across the country including Seattle, Portland, Buffalo, Cleveland, and Pittsburgh.  His clients also include small communities such as Allentown, and Lancaster in Pennsylvania, Colonie, NY, and Millbrae, CA.

Philip Tiewater, P.E. is the founder of ELM Consulting.  He has a national reputation in asset management and infrastructure management.  He has spoken and presented papers at conference across the country, and in particular New York and Pennsylvania.  He is especially familiar with asset management in small and medium size agencies.
 
Mr. Tiewater began his asset management career in 1985 with pavement management and has implemented asset management programs for large and small water and wastewater systems.  Mr. Tiewater worked on the 2006 update for the International Infrastructure Management Manual from Australia and wrote the Capital Improvement Program section for the NYSDEC Handbook on Wastewater Management for Local Representatives.  He was also faculty for the Advancing Asset Management workshops sponsored by the Environmental Protection Agency (EPA).

Mr. Tiewater gives much of his time to professional organizations that further the interests of public infrastructure  He is on the Utility Management Committee for the Water Environment Federation (WEF) and is on the Management & Productivity Committee for Transportation Research Board.  He is also Chairman of the Utility Management Committee of the Pennsyvania Water Environment Association.
